The Effectiveness of Basic Social Rehabilitation for Neglected Persons with Disabilities at the Riau Provincial Social Services Office

This study aims to analyze the effectiveness of basic social rehabilitation for neglected persons with disabilities at the Riau Provincial Social Service. The study used a descriptive qualitative approach, with the research location being the Technical Implementation Unit for the Empowerment of Persons with Physical Disabilities (UPT PPDD) of the Riau Provincial Social Service. Data were obtained through interviews, observation, and documentation, then analyzed using the Miles and Huberman interactive model. The effectiveness of social rehabilitation was analyzed based on five indicators: program understanding, on-targeting, on-time delivery, goal achievement, and tangible change. The results showed that the implementation of basic social rehabilitation was generally effective, but not yet fully optimal. Program understanding was effective at the implementer level, but some beneficiaries did not fully understand the program. Targeting accuracy was effective because beneficiaries had gone through an assessment process and received services according to their individual criteria, conditions, abilities, and potential. Service implementation was also timely, both in meeting basic needs, health services, guidance, and skills training. The achievement of the objectives is considered quite effective because rehabilitation has increased the self-confidence, ability to perform daily activities, social interaction, and skills of beneficiaries, although not all beneficiaries are ready for termination and return to social functions in the community. Real changes have also been seen through reunification, capacity building, employment, and independent businesses, but have not been experienced equally by all beneficiaries. The program's effectiveness needs to be strengthened by increasing beneficiary understanding, adding social workers, strengthening individual mentoring, and coordinating with local governments, businesses, and training institutions to support the sustainability of rehabilitation outcomes.
